The layer of gloss was damaged in my car and now shedding slowly. A boy threw salt last winter on the hood of my car and some others in my apartment complex. You can try T-cut (at least that) what we are) in the United Kingdom (abrasive polishing rubbing or composite, are removed the top layer of paint. You should wax polish with a good quality since then.

However, if the paint chipped off just as you say, there can be a lasting solution. It's cheap, but try, certainly cheaper than Respray.

What is your description is "browses transparent color. Probably a milky film. The only solution is to completely remove the car behind.
